Played at St. Thomas University from 1997 – 2000. Garro earned Florida Sun Conference All-Conference honors in each season as a Bobcat.

In 1997, Garro earned NAIA All-American Honorable Mention honors; as Garro lead the team in at-bats (208), finished second in hitting (0.394), tied for the team-lead in hits (82), tied for second on the team in home runs (8) and recorded 45 RBIs.

In 1998, under Bobcat Sports Hall of Famer, Manny Mantrana, Garro led the Bobcats, as the program established a school record for wins (54) that stood for 20 years. Garro started all 68 games, scoring 69 times, recording 83 hits, batting 0.356 and driving in 52 runs.

As a junior in 1999, Garro started each game for STU, recording 78 hits, batted 0.344 with seven home runs and 48 RBIs, while leading the team with 70 runs.

In 2000, St. Thomas won 43 games as Garro started in all 57 games, finished sixth on the team in batting average (0.332), had 70 hits, drove in 55 and hit seven home runs. In the lone pitching appearance of his storied St. Thomas career, Garro carries a pristine 0.00 ERA, allowing one hit in one inning pitched.

Throughout his career at St. Thomas, Garro started 246 games, with a career-batting average of 0.356, recording 313 hits, 30 home runs and 200 runs-batted-in.
